Cop brings her infant to work, gets posting preferred district

Jhansi (UP): The photograph on the social media of a conscientious lady cop discharging her duties with her infant daughter not merely won her kudos, but also made the police brass sit up and promptly transfer the woman to the district of her choice.

Like any other day, Archana Jayant was present along with her six-month-old daughter, Anika, in the Nagar Kotwali police station in Uttar Pradesh’s Jhansi district, but was clicked by someone and her picture went viral on social media three days ago.

It was not just the large number of ‘likes’ on the picture, but Deputy Inspector General of Police (Jhansi zone) Subhash Singh applauded the dedication of Archana — who also has a 10-year-old daughter — and announced a cash reward of Rs 1,000.

“UP DGP O P Singh also talked to Archana on Sunday and assured her of transfer to Agra, the district of her choice,” the DIG said.

“The quintessential 21st century woman, an ace at any responsibility she is trusted with! Had a conversation with Archana this morning & ordered her transfer to Agra, closer home! The lil one brightening Jhansi Pstn, has inspired us to explore creche options at every police line,” the DGP tweeted.

Jhansi Senior Superintendent of Police (SSP) Vinod Kumar Singh said there are about 350 women constables posted in the district, of whom 100 are like Archana who are working despite having young kids to look after.

Police sources said Archana’s family lives in Agra and her in-laws are in Kanpur. Her husband works for a private company in Gurgaon. She cannot be posted to Kanpur and, therefore, opted for posting in Agra and orders were being issued for her transfer there so that she can get her family’s support, they added.

Asthana row: CBI officer A K Bassi challenges his transfer in Supreme Court

New Delhi: Central Bureau of Investigation’s (CBI) officer A K Bassi, who was given the charge to investigate the alleged bribery case against its Special Director Rakesh Asthana, has moved the Supreme Court challenging his transfer order.

CBI DSP A K Bassi Tuesday moved the Supreme Court challenging his transfer to Andaman and Nicobar.

The apex court, however, has refused to give an urgent hearing in the matter.

Bassi, the former Deputy Superintendent of Police (DSP) in Delhi CBI’s AC III unit, also claimed that he has incriminating evidence against Asthana in the alleged bribery case.

The CBI official has urged the apex court to set up a Special Investigating Team (SIT) to probe charges against Asthana.

CBI had registered an FIR against Asthana on October 21 and Bassi was appointed as the investigating officer (IO) of the case.

On October 24, however, Bassi was transferred and posted as Deputy SP, CBI, ACB Port Blair. He was directed to join his new place of posting with immediate effect in public interest. Along with Bassi, several other officers were also transferred.

Earlier this month, the CBI had filed the FIR against Asthana for allegedly accepting a bribe from a businessman, who was linked to Moin Akhtar Qureshi case. Asthana was heading the Special Investigation Team (SIT) that was probing the case.

175 police constables sacked, 23 suspended, 93 transferred in Bihar police violence case

Patna: As many as 175 police constables, many of them women, were dismissed from service Sunday for indulging in large-scale vandalism and violence here Friday, following the death of a female colleague, a top police official said.

DGP K S Dwivedi told a television news channel that the troublemakers had hardly undergone training for a few days and were not yet familiar with the police work culture and discipline.

Inspector General of Police (IGP), Patna Zone, Naiyar Hasnain Khan said the dismissed constables included 167 trainees, while others were in service for some time.

Khan, who had been entrusted with the investigation and taking departmental action against those indulging in the indiscipline, said 23 others posted at the Police Line were suspended.

“Nearly half of the dismissed trainee constables are women. The suspended personnel include a head constable and two others who had the responsibility of assigning duties to trainees,” the IGP said.

The policemen were dismissed and suspended after getting Khan’s approval, Patna Senior Superintendent of Police (SSP) Manu Maharaj said.

Savita Pathak (22) died at a private hospital here Friday morning, a day after she had to be taken off duty due to a serious stomach pain.

The police authorities had said the death appeared to have been caused by dengue. However, the hospital later clarified that the dengue test had not been conducted on her, but she was suffering from some form of viral infection.

Blaming the seniors for putting Pathak on duty despite ill health, trainee constables went on a rampage, vandalising furniture in the Police Line and overturning vehicles of officials on the streets.

It took hours to bring the situation under control with top officials supervising the operations in full riot gear.

Khan said, “During investigation, we found that Pathak was indeed ill and she had been on medical leave in October for three days. In such a situation, she should not have been asked to report to duty.”

The IGP added that he had also recommended action against the medical officer of the Police Hospital for his failure to take proper stock of the deceased constable’s health and give appropriate advice and treatment, which might have saved her life.

“I also found that more than 90 personnel were posted at the Police Line for more than four years. This is unacceptable and they will be transferred out of the Patna zone,” he said.

The Patna police zone comprises a dozen districts of central Bihar.

Khan said departmental action was in addition to the FIRs lodged against those who had indulged in the indiscipline.

Four FIRs have been lodged in connection with the incident.

“One of the FIRs was lodged by Mohammad Masaluddin, the Deputy Superintendent of Police in-charge of Police Lines who was assaulted and chased to his residence by a mob that ransacked his house and misbehaved with his family members,” Khan said.

He denied the allegations levelled by the agitators that the deputy SP was responsible for Pathak’s death.

“We suspect that the agitators were instigated by some disgruntled personnel, against whom the officer might have taken action in the past,” the IGP said.

Chief Minister Nitish Kumar has sought a detailed report on the incident from Director General of Police (DGP) K S Dwivedi.

Social media users express ire against Srinagar IGP Traffic’s transfer

Srinagar: Social media users in Kashmir expressed their anger against the transfer of IGP Traffic Basant Kumar Rath and blamed Mayor of Srinagar Municipal Corporation (SMC) Junaid Mattu for government’s decision to remove the highly popular IPS officer.

Srinagar IGP Traffic Basant Kumar Rath was attached with the office of Commandant General of Home Guards.

Rath, who is credited with streamlining the traffic system in Jammu and Kashmir in less than one year of being appointed as IGP Traffic, was shunted out Tuesday.

The government’s decision came just four days after a Twitter spat between the IPS officer of 2000 batch and SMC mayor Junaid Mattu, leading to an outcry that he used his clout with the governor’s administration to have him removed.

A Twitter user ran an online poll asking people to vote in favour of the person they support in this spat.

“They say, elected leader is more powerful than IAS/IPS. Let Kashmiris vote. Given a chance, who would they vote for?” Amit Tyagi, a frequent traveller to Kashmir, wrote in his post along with the poll.

Many users voted in favour of Rath.

Another user, naqeeyousuf1408, praised the IPS officer saying, “Maintaining law and order in J&K with respect to traffic problems a person single handedly overcame that , Now transferred #BasantRath #respect #we need officers like you.”

Majidmalik40 tweeted that there was no space for Rath in “this #corrupted country”.

One Mohsin Ahmed said, “Dear officer, Basant Rath @KangriCarrier, we salute you for being an honest and dedicated officer. Love you always and you’ll always stay in our heart and our blessings are always with you.We are going to miss you sir.”

Twitter user Shakeel Hamid said, “Cabbage unfolded his layers. #BasantRath #JunaidMattu.”

The tiff between the the SMC mayor and Rath began with the IPS officer hitting out at him for saying that wetlands in the city were not of much use if the city did not have proper infrastructure for expansion.

“What will you do in wetlands? Watch birds? There is a dearth of space and we need infrastructure for the city’s growth. We are a poor state and have to create employment avenues,” Mattu said in his maiden press conference soon after being elected mayor.

Without naming the mayor, Rath had responded on Twitter, “Wetlands are precious and a vital part of our ecosystem. Only a cabbage will think otherwise.”

In another apparently related tweet, the IPS officer said, “Land grabbers don’t make good policy makers. With or without a Twitter account.”

A day later, the SMC mayor had tweeted about the traffic situation in the city.

“Have received numerous complaints about traffic mismanagement issues in the city. I have spoken to the SP Traffic (Urban) and sought a review of current traffic diversions and plans. The SMC has been directed to help with decongestion of alternate routes for some relief,” he said.

Rath was quick to respond, saying traffic management was not the mayor’s domain.

“Not your domain. Traffic diversion at Jehangir Chowk is a compulsion. The vendors have created a mess on Amira Kadal – HSHS – Maharaja Bazar – LD Hospital stretch. SMC needs to clear the mess,” he replied to Mattu.

Known for his penchant for the unusual, the IPS officer would not wear his uniform while on duty and would spend most of the time on roads to monitor the traffic management done by his staff.

He invoked provisions of various laws and traffic rules to clear the pavements in Jammu and Srinagar cities, drawing protests from affected people but the general public was appreciative of his measures

His transfer was a shock that most of his fans were expecting sooner than later as they believed that he was the odd man out in the system which they alleged was corrupt and in inertia.

Rath was replaced by 1997 batch IPS officer Alok Kumar and attached with the office of Commandant General of Home Guards.

EC orders transfer of Chhattisgarh Public Relations Commissioner

New Delhi: The Election Commission (EC) Saturday asked the Chhattisgarh government to transfer one of its senior officials who was allegedly caught on tape offering money for sting operation against opposition Congress leaders in the poll-bound state.

The Election Commission today asked to transfer Chhattisgarh Public Relations Commissioner S Rajesh Toppo.

The commission has directed that S Rajesh Toppo, secretary and commissioner of public relations in the state government, be transferred from his present post “in context of alleged statements made by him”, a spokesperson said.

“The commission observed that such statements indicate partisan behaviour apart from use of uncivilised language unbecoming of a senior civil servant,” the spokesperson said.

Toppo was allegedly caught on tape asking a journalist to film a video of Congress members abusing one of their senior leaders.

The official is purportedly heard saying that he is willing to spend some money for the sting video.

The second phase polling in 72 assembly constituencies in Chhattisgarh will be held on November 20. The first phase polling in 18 seats took place on November 12.

Delhi Chief Secretary Anshu Prakash transferred

New Delhi: Delhi Chief Secretary Anshu Prakash, who was allegedly assaulted at chief minister Arvind Kejriwal’s residence in February this year, was transferred to the Department of Telecommunications Saturday, an official order stated.

Delhi Chief Secretary Anshu Prakash today was transferred to the Department of Telecommunications as Additional Secretary.

Prakash, a 1986-batch IAS officer of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, was at loggerheads with the Kejriwal government.

According to an order of Department of Personnel and Training (DoPT), Prakash has been posted as additional secretary in the Department of Telecommunications.

He had alleged assault by some AAP MLAs in the presence of Kejriwal and his deputy Manish Sisodia at the chief minister’s residence in February this year.

Delhi’s Additional Chief Secretary (Home) Manoj Parida, who hails from Odisha and is also an officer of the 1986 batch of the AGMUT, is in the race for the new chief secretary of Delhi.

Jalaj Srivastava, additional secretary in the Department of Agriculture Cooperation and Farmers Welfare, was also transferred.

He was posted as additional secretary in the Inland Waterways Authority of India, the DoPT order said.

Mayor booked as BJP cadres burst crackers on IAS officer’s transfer

Nashik: Nashik Mayor Ranjana Bhansi was Friday booked, a day after BJP workers burst firecrackers outside her residence in celebration of IAS officer Tukaram Mundhe’s transfer, who was posted as civic chief of the city, police said.

Nashik Mayor Ranjana Bhansi was booked under IPC sections 188 and 286.

Workers of the BJP, which is ruling the Nashik Municipal Corporation (NMC), burst crackers after Mundhe left the civic headquarters following his transfer to the Maharashtra government secretariat in Mumbai on Thursday. It is his third posting in just two years.

Mundhe, known for his uprightness and integrity, has been appointed Joint Secretary (Planning) at Mantralaya (secretariat).

A video of some BJP workers bursting crackers outside the mayor’s bungalow ‘Ramayan’, located in Tilakwadi area in the city, has gone viral on social media.

A citizens’ group ‘Amhi Nashikkar'(We Nashikites) Friday approached the police seeking action against the BJP workers and mayor for bursting crackers in violation of the court orders. They submitted a written complaint to Sarkarwada police to this effect.

IAS officer Tukaram Mundhe had taken charge as Nashik civic commissioner in February this year.

“Based on their complaint, police registered a case against mayor Ranjana Bhansi under IPC section 188 (disobedience to order duly promulgated by public servant) and 286 (Negligent conduct with respect to explosive substance),” sub inspector of Sarkarwada police station Sarika Pimpre said.

Mundhe had taken charge as Nashik civic commissioner in February this year.

A group of protesters had on Thursday gathered in front of the NMC office under the banner of ‘Amhi Nashikkar’, hailing Mundhe as an able administrator. According to them, Mundhe had launched a drive against encroachments in Nashik and punished erring civic employees, among other things.

The 2005-batch IAS officer is said to have been transferred nearly a dozen times in the last 13 years.

6 IAS officers of Delhi govt transferred

New Delhi: In a bureaucratic reshuffle, Lt Governor Anil Baijal Tuesday transferred and posted six senior IAS officers of the Delhi government, including Additional Chief Secretary (PWD) Manoj Parida, with immediate effect.

IAS officer Manoj Parida was today appointed as CMD of Delhi Financial Corporation.

On the day, newly-appointed Chief Secretary Vijay Kumar Dev, a 1987-batch IAS officer, assumed the charge of his office, superseding the 1986-batch IAS officer, Manoj Parida.

According to an order issued by the services department following the L-G’s approval, Parida was appointed chairman-cum-managing director of Delhi Financial Corporation (DFC).

Principal Secretary (finance) Renu Sharma, a 1988-batch IAS officer, has been given the additional charge of principal secretary of the Home Department which was also earlier headed by Parida.

DFC CMD Rinku Dhugga was transferred and posted as the secretary of arts, culture and languages, even as Dhugga will continue to hold the additional charge of financial commissioner.

Power Secretary Sanjeev Khirwar, a 1994-batch IAS officer, has been assigned the additional charge of PWD secretary.

Transport Commissioner Varsha Joshi, a 1995-batch IAS officer, has been given the additional charge of secretary of General Administration Department (GAD).

Anil Kumar Singh, CEO of Delhi Jal Board and secretary of Irrigation and Flood Control Department, was assigned to hold additional charge of environment and forest secretary.

Odisha govt carries out reshuffle in top bureaucracy

Bhubaneswar: Odisha government on Friday effected a reshuffle in the top bureaucracy and appointed 1986 batch IAS officer Asit Tripathy as the Development Commissioner, official sources said.

IAS officer Asit Tripathy was today appointed as the Development Commissioner.

Tripathy, who succeeds 1984 batch IAS officer R Balakrishnan following his superannuation on the day, will also remain in charge of Additional Chief Secretary (ACS), Home.

Chief Secretary Aditya Prasad Padhi has been given the additional charge of Chairman of Odisha State Pollution Control Board, a post held by Balakrishnan till date, the sources said.

Similarly, commissioner-cum-secretary, Cooperation, Ranjana Chopra has been given the additional charge of Chairperson of Odisha State Warehousing Corporation (OSWC) following the retirement of 1985 batch IAS officer Sangram Keshari Mishra.

Bhubaneswar: Odisha government Saturday effected a reshuffle in bureaucracy and posted senior IAS officer Ashok Meena as the Principal Secretary in Finance department, official sources said.

General Administration & Public Grievance Principal secretary has been posted the Principal Secretary in Finance department

Meena, a 1993 batch IAS officer and principal secretary, General Administration & Public Grievance, succeeds 1987 batch IAS officer Tuhin Kanta Pandey, who has been posted as the Principal Resident Commissioner in New Delhi in place of Vipin Kumar Saxena.

Similarly, a 2002 batch IAS officer Girish SN, Managing Director of Odisha State Cooperative Bank, has been posted as special secretary, General Administration.

Additional secretary, Planning & Convergence, Debendra Kumar Jena has been posted as the Managing Director, Odisha State Cooperative Bank, the sources said.

The reshuffle was made a day after the state government effected a minor reshuffle in the top bureaucracy on Friday.

In the aftermath of Bulandshahr violence, SSP Bulandshahr K B Singh was transferred to the DGP Headquarters in Lucknow.

Lucknow: The Uttar Pradesh government Saturday transferred Bulandshahr SSP Krishna Bahadur Singh to the DGP office here, five days after two people, including an inspector, were killed in violence following an alleged cow slaughter incident.

Principal Secretary (Home) Arvind Kumar said that the Senior Superintendent of Police will be replaced by Sitapur SP Prabhakar Chaudhary.

Sitapur SP Prabhakar Chaudhary was appointed as the new SSP of Bulandshahr.

Additional Director General (ADG) Intelligence SB Shiradkar had Friday submitted a report on the violence. Based on it, the government transferred two other policemen of Bulandshahr — Circle Officer Syana Satya Prakash Sharma and Chingravati police chowki in-charge Suresh Kumar.

On December 3, Inspector Subodh Singh and a local youth, Sumit, were killed in violence over an alleged cow slaughter incident in the city.

Lucknow (Uttar Pradesh): Another IPS officer has been transferred in connection with the mob violence in Uttar Pradesh’s Bulandshahr district in which two people including a cop were killed.

IPS officer Raees Akhtar was transferred to PAC hqrs in Lucknow.

IPS officer Raees Akhtar, who was the Additional Superintendent of Police, (Rural) Bulandshahr has been transferred to Provincial Armed Constabulary (PAC) headquarters, Lucknow. Manish Mishra has replaced Akhtar.

Yesterday, Bulandshahr Senior Superintendent of Police (SSP) Krishna Bahadur Singh and two other police officials including Syana Circle Officer Satya Prakash and Chingravathi police station in-charge Suresh Kumar were transferred in connection with the mob violence.

On December 3, clashes erupted in Bulandshahr after cattle carcasses were found in a field, which led to agitation by locals demanding the closure of all illegal animal slaughterhouses. In the protests that ensued, a policeman named Subodh Singh and a civilian identified as Sumit were killed.

1,800 SSB personnel to move to Intelligence Bureau

New Delhi: Around 1,800 non-combat personnel of the Sashastra Seema Bal (SSB), which guards the Indo-Nepal and Indo-Bhutan border, will be moved to the Intelligence Bureau in a month, officials said on Tuesday.

The process has already started and, in next one month, a total of 1,800 people will be transferred to the IB,” SSB Director General S S Deswal said.

The move is part of the Centre’s plan to bolster the Intelligence Bureau’s presence at the borders, the officials said.
Sashastra Seema Bal (SSB) Director General S S Deswal said the proposal to use trained men and women in the central intelligence set up has seen the light of the day after many years and these personnel of the “civil wing” will be deployed to “gather intelligence” under the command of the IB.

“The civil wing (of the SSB) is professionally-competent in intelligence-gathering, and their task and capability was matching with the IB and the government has decided to transfer them to the IB. The process has already started and, in next one month, a total of 1,800 people will be transferred to the IB,” Deswal said, while talking to reporters on the occasion of the paramilitary force’s 55th raising day.

A senior official later told PTI that it was expected that these personnel would be tasked to look after the intelligence duties along the China and Nepal fronts.

PTI has first reported in October that an order had been issued in this context by the Union home ministry, which had directed that a total of 2,104 posts of the SSB’s civilian component, often dubbed as the “dying” cadre, would be transferred to the IB “immediately”. Few of these posts are not occupied at present.

This manpower of the civil wing of the SSB is termed as “dying” as it does not have any substantial promotional and work avenues after the SSB was declared an armed force in 2001. Last year, the SSB was sanctioned a full-fledged intelligence wing which is manned by combat personnel.

The move was in the making for the past few years after National Security Adviser (NSA) Ajit Doval had, in June 2016, written to the then home secretary Rajiv Mehrishi, underlining the need to effectively utilise this manpower for “enhancing” border security gathering better intelligence.

The ministry had ordered that out of the total 24 cadre of these personnel in the SSB, 19 would be sent to the IB.
“These cadres will get integrated with relevant and comparable cadres of (the) IB. They will be governed by service conditions of (the) IB after transfer from (the) SSB,” the ministry order had said.

A blueprint prepared in this context had said that this cadre, which is trained, experienced and well-acquainted with the border areas, could be effectively used to upgrade country’s intelligence generation-and-gathering capability along the 15,000-km border.

In addition, the blueprint said the personnel could undertake tasks aimed at generating “nationalist sentiments” among the border population, as in the past.

Officials had earlier said that the plan of the security establishment was to use the services of these personnel to strengthen the IB’s presence, especially on the eastern border front along China, Nepal, Myanmar, Bhutan, where these officials have worked for long.

The men and women of this cadre were seen as fast losing their sheen as they were not getting timely promotions. They could not opt for combat posts as their physical fitness did not allow them to perform arduous tasks and their recruitment rules were different from those of the uniformed staffers. The average age of the personnel in this cadre is 50 years.

Their task was to help the border population in integrating with the mainstream, and also act as the “eyes and ears” of the SSB, the designated lead intelligence agency along open Indian frontiers with Nepal and Bhutan.

The cadre was first raised in 1963, in the aftermath of the Chinese aggression of the previous year, to work in the border areas and promote a sense of national belonging and pro-India feelings among the local population and till 2001, they were called as the Special Service Bureau.

The name of the force was changed to Sashastra Seema Bal in 2003, following the 1999 Kargil conflict. It was then tasked with guarding the Indo-Nepal and Indo-Bhutan borders on the country’s eastern flank.

The SSB, with a strength of about 99,000 personnel, has been guarding the 1,751-km Indo-Nepal border since 2001 and the 699-km Indo-Bhutan border since 2004.

40 IAS officers transferred in Rajasthan

Jaipur: In the first bureaucratic reshuffle after the Congress formed government in Rajasthan, 40 IAS were transferred Tuesday, according to a release.

Additional Chief Secretary Rajeeva Swarup was today posted as the head of the home department.

Kuldeep Ranka, who was principal secretary tourism and forest, was appointed as principal secretary to the chief minister. He replaced Tanmay Kumar who has been appointed as commissioner irrigation command area development in Bikaner, it said.

Ranka will also hold the charge of chairman RIICO. Ajitabh Sharma and Rajan Vishal has been appointed as secretary and joint secretary to the chief minister.

The release said among other senior IAS officers, additional chief secretary, excise and taxation, Mukesh Sharma, has been appointed as chairman of the Revenue Board in Ajmer, and additional chief secretary Rajeeva Swarup, who headed the industries department, will now head the home department.

Dr Subodh Agarwal will now be additional chief secretary industries and DMIC, the release said.

Bhopal: Madhya Pradesh Chief Minister Kamal Nath Tuesday transferred a senior bureaucrat and an IPS officer in the state, a day after he took charge.

The government Tuesday night removed Rewa Divisional Commissioner Mahesh Chandra Jain and shifted him to Mantralaya (state secretariat), a public relation department official said Wednesday.

Shahdol Commissioner J K Jain has been given the additional charge as the Rewa Divisional Commissioner, the official said,

In Kamal Nath’s home turf Chhindwara, the government transferred district Superintendent of Police Atul Singh to the police headquarters in Bhopal. He has been replaced with Manoj Rai.

Chhindwara is the Lok Sabha constituency of Nath.

The government has appointed Additional Chief Secretary (ACS) Manoj Shrivastava as the Vice Chancellor of the Sanchi University of Buddhist-Indic Studies, the official said.

Shrivastava will continue to hold his present assignments as ACS for Culture and Commercial Tax departments.

Ending the BJP rule of 13 years, the Congress won 114 assembly seats and secured the support of seven more MLAs – SP (1) and BSP (2) and four independents – to cross the majority mark of 116 in the 230-member Assembly.

Nath took oath as chief minister on Monday.

17 IPS officers transferred in Raj, Kapil Garg new DGP

Jaipur: Senior IPS officer Kapil Garg was made the new Director General of Rajasthan Police on Thursday.

Senior IPS officer Kapil Garg was today made the new Director General of Rajasthan Police.

Garg, a 1983 batch officer, who was the chairman of police housing and construction corporation, was among 17 IPS officers who were transferred on Thursday night.

In the first transfer list of IPS officers after Ashok Gehlot assumed charge as chief minister, Bikaner and Kota range IGs were also transferred.

Omprakash Galhotra, who was the DGP, was shifted to civil defence as director general.

Special DG Law and Order NRK Reddy was transferred to Sardar Patel University of Police Security and Criminal Justice, Jodhpur, as pro-vice-chancellor. ML Lathar, who was ADG CID (civil rights), will be the ADG administration and law and order.

ADG ATS and SOG Umesh Mirsha was made the ADG, intelligence, while Jaipur Police Commissioner Sanjay Agrawal was transferred to state disaster action force as ADG in place of BL Soni who will be the ADG of crime.

Anand Kumar Srivastava will be the new police commissioner of Jaipur. He was the range IG, Kota. Bikaner IG Dinesh MN will now be IG, intelligence, Jaipur.

BL Meena, IG training, was shifted to Bikaner as IG, while IG provisioning and welfare-PHQ Bipin Kumar Pandey will be the new IG Kota.

Alirajpur (Madhya Pradesh): The District Collector of Madhya Pradesh’s Alirajpur district, Ganesh Shankar Mishra was transferred just a few hours after a newly-elected MLA from the Congress party, Kalawati Bhuria, threatened him about changing his place of service.

An elected Member of Legislative Assembly (MLA) from the Congress party, Bhuria, while attending a public meeting in the area, told the bureaucrat, “You have few days to stay in Alirajpur, enjoy as much as you can, after this, I will make sure you pack your bags and leave.”

The incident came to light after the video went viral on various media platforms. In the video, the lawmaker is speaking on a mic as she is surrounded by people with a garland around her neck.

Going further, the lawmaker, comparing the district collector to an elephant and other officers to mosquitoes, said: “The collector is an elephant, let me deal with him first then I will switch to the mosquitoes (block level officers).”

Raipur: The newly elected Congress government in Chhattisgarh effected a major bureaucratic reshuffle Sunday night involving 42 Indian Administrative Service (IAS) officers, including six district collectors.

The administrative reshuffle, wherein some officers who were said to be close to the previous Raman Singh-led BJP government were transferred, took place ahead of Tuesday’s oath taking ceremony of ministers in Chief Minister Bhupesh Baghel’s Cabinet.

The order of transfer and posting of 42 IAS officers was issued late Sunday night by the General Administration Department GAD), an official said here Monday.

According to the order, the collectors of Bilaspur, Raigarh, Dantewada, Narayanpur, Jashpur and Mahasamund districts have been changed.

P Dayanand, a 2006-batch IAS officer currently posted as Bilaspur district collector, has been appointed Managing Director Samagra Shiksha and also given additional charge of Director, the State Council for Educational Research and Training (SCERT).

Sanjay Alang, Director of Social Welfare, has been made the new collector of Bilapsur.

Raigarh collector Shammi Abidi has been transferred as Commissioner of Chhattisgarh Housing Board. Yashwant Kumar, posted as Commissioner Higher Education, will replace Abidi as Raigarh collector, according to the order.

Jashpur collector Priyanka Shukla has been shifted as Joint Secretary, Health and Family Welfare Department, and she will be replaced by Nilesh Kumar Kshirsagar, who was posted as Mission Director, State Rural Livelihood Mission.

Similarly, Dantewada collector Saurabh Kumar has been appointed Joint Secretary at Mantralaya (state secretariat).

Narayanpur collector Topeshwar Verma has been given charge as Dantewada collector, while Additional Commissioner, Labour Department, Padum Singh Elma will replace Verma as Narayanpur collector.

Mahasamund collector Himshikhar Gupta has been named Commissioner, Higher Education, while Sunil Kumar Jain, currently Registrar of Cooperative Societies, will replace him in Mahasamund.

Senior bureaucrats like Subodh Kumar Singh and Rajat Kumar, who were said to be close to the previous regime, have also been transferred.

A 1997 batch IAS officer, Subodh Singh, has been posted as Secretary, Labour Department, with additional charge of Secretary, Commercial Tax (Registration) and as Labour Commissioner.

He was holding key portfolios like secretary to chief minister along with additional charge of Managing Director, Chhattisgarh State Power Trading Company, Secretary of Mineral Resources Department, Chairman of Chhattisgarh Mineral Development Corporation (CMDC) and Secretary of Public Works Department.

Rajat Kumar, a 2005 batch IAS, who was special secretary to CM and also held additional charge of Director, Aviation department and Chief Executive Officer of Naya Raipur Development Authority,has been posted as Director, Social Welfare.

Besides, the government has sent back five Indian Forest Service (IFS) officers – P C Mishra, Sanjay Shukla, Sudhir Agrawal, V Ramarao and Sanjay Ojha – who were posted in various departments, to their parent department with immediate effect, the official said.

Raipur: In another major administrative reshuffle in four days, the newly-elected Congress government in Chhattisgarh has assigned new postings to 16 Indian Police Service (IPS) officers, including superintendents of police of 11 districts.

Raipur district SP Amresh Mishra has been shifted as AIG, Intelligence, at the PHQ.

On Sunday, 42 IAS officers were shuffled in the state.

The latest order for transfer and postings of 16 IPS officers was issued late Tuesday night by the state Home department, an official said.

As per the order, Raipur district SP Amresh Mishra has been shifted as Assistant Inspector General (AIG), Intelligence, at the Police Headquarters (PHQ) here.

He will be replaced by Neethu Kamal, who is currently posted as the SP of Janjgir-Champa district.

Durg SP Sanjeev Shukla has been shifted as AIG, Crime Investigation Department (CID), PHQ. He will be replaced by Prakhar Pandey, who was presently posted as SP for chief minister’s security.

Similarly, Bilaspur SP Sheikh Airf Husen, the 2005 batch IPS officer, has been shifted as AIG, anti-Naxal operations, PHQ. He will be replaced by Abhishek Meena, who was posted as Sukma SP.

Bemetara SP Hetram Manhar has been made AIG, Human Rights, PHQ, while Jashpur district SP Prahsant Thakur will be the new SP of Bemetara.

Shankar Lal Baghel, who was currently posted as Commandant 9th battalion Chhattisgarh Armed Force (CAF) in Dantewada, has been transferred as the SP of Jashpur.

Mayank Shrivastav, the 2006 batch IPS officer who was posted as the SP of Korba district, has been made AIG, Technical Services and Transport, PHQ.

He will be replaced by Jitendra Singh Meena, who was posted asAIG, Technical Services and Transport, Planning, Management and Finance at the PHQ.

R N Dash, who was posted as Commandant 7th battalion CAF at Bhilai, will be new the SP of Janjgir-Champa.

Raigarh SP Deepak Kumar Jha has been transferred as SP, Economic Offences Wing (EOW), Raipur. Jha will be replaced by Rajesh Kumar Agrawal, who was currently posted as Additional Superintendent of Police (ASP) in Rajnandgaon.

Balod SP Indira Kalyan Elesela has been shifted on the same post to Narayanpur.

Jitendra Shukla, who was currently posted as the SP of Narayanpur, will now hold the same post in Sukma district.

Besides, State Police Service officer Sushil David, who was currently posted as AIG, PHQ, has been posted as the SP for Chief Minister’s security.
